Every damaging natural disaster is a full-scale test of constructed facilities, preparedness and response. It is important therefore to dispatch teams of professionals as quickly as possible to capture technical and scientific information that might lead to a better understanding of the loadings and response that might have existed during the disaster and the details of how and why various types of construction may have failed.
